How can I “hike up” my boobs to better fill out a dress?

I’m going as Jessica Rabbit for Halloween, the costume has turned out absolutely perfect. Except for one small problem, I can’t fill it out! Now, if you recall, Jessica has a pair of pretty huge boobs. I need a way to sort of “hike” them up as high as I can. I was thinking of like a bustier, but once I get them as high as I need them, how would I fill them out?

Honestly if you have small tits you should of picked a different custom maybe one that suites some one who has very small titties.
